From your description it sounds like the molecules were shrinking (how you saw the blonde) but they didn’t get washed out and “resettled”. So color oops works by shrinking dye molecules and then you rinse them away. I’ve never used color oops on semi permanent myself but know people who did and said it got most of it out for them. I’ve used color oops at least a dozen times on permanent hair dye and followed the instructions just like you.
